Abstract
Kohezijska politika se danas naziva i regionalnom politikom. Ona se gleda kao jedna od ekonomskih najvažnijih politika Europske unije. Pojam kohezija se upotrebljava kao izraz kod pokušaja za smanjenje socijalnih i ekonomskih razlika između siromašnih i bogatih regija. Mijenjala se kontinuirano nakon implementacije država članica u Europsku uniju te prilagođavala sustavu, pridonijevši cjelokupnom socio-ekonomskom razvoju regija i država članica unutar zemlje. Ovaj rad prikazuje povijest kohezijske politike te njen razvitak i sam pojam opisa njene pojave. Obrazlažu se Europski strukturni i investicijski fondovi i njihova uloga u kohezijskoj politici. Nakon toga, započinje poglavlje o financijskim instrumentima kohezijske politike i njezinim ciljevima, kao i zaključcima efikasnosti. Također, dolazi se i do zanimljivog razdoblja kohezijske politike, a to je kohezijsko razdoblje 2014.-2020. Zelenom kohezijom će se pokušati podići svijest o zaštiti okoliša i zelenom rastu te budućom kohezijom opisati neku skoru budućnost kohezijske politike. Zapravo, kohezijska politika svojim ciljem pokušava postići što bolji održivi razvoj i jačati socijalnu i gospodarsku koheziju Europske unije. Ona je investicijska politika ulaganja i podupire formiranje nekih novih radnih mjesta, održivi razvoj te poboljšava kvalitetu života i gospodarski rast.
Abstract (english)
Cohesion policy, commonly known as regional policy, is one of the most important European Union’s economic policies. The term “cohesion” is essentially used to minimize the social and economic difference between impoverished and wealthy regions. After the implementation by European Union member states, it has continuously been changing and adapting to the system, as well as contributing to the overall socioeconomic development of the regions and member states within the European Union. This paper demonstrates the history and development of the cohesion policy, as well as the description of such a phenomenon . Later on, the chapter regarding the cohesion policy’s financial instruments and its objectives, as well as the conclusions of efficiency, are being discussed. Additionally, a particularly interesting period – more specifically the cohesion period between 2014 .-2020., is addressed. The objective of enforcing the green cohesion is to raise the environmental awareness, as well as the green growth, while the future cohesion policy will touch upon the upcoming goals. Fundamentally, the purpose of the cohesion policy is to achieve substantial development, as well as enhance the social and economic cohesion of the European Union. It is considered as an investment policy that supports the creation of new jobs, sustainable growth, and the improvement of overall quality of life.
