Abstract
Pomorsko dobro je opće dobro od posebnog interesa, pa ima posebnu zaštitu stanje i određena pravila korištenja. Jedan od modela upravljanja pomorskim dobrom na teritoriju Republike Hrvatske je sustav koncesija, a temelji se na raznim zakonskim i podzakonskim aktima koji određuju vrste koncesija, način utvrđivanja koncesijske naknade i način i kriteriji za dodjelu koncesije. Prije svega se odnosi na upravljanje koncesijama koje se odnose na gospodarsko korištenje pomorskog dobra. Ovaj rad donosi prikaz zakonodavnog okvira koncesijske politike te presjek postupka davanja koncesije. Osim navedenoga, rad donosi pregled naplate koncesija te, sukladno tome i dobivenih prihoda temeljem Izvješća o provedenoj politici koncesija za 2020. godinu Ministarstva financija.
Abstract (english)
The maritime asset is a public asset of special interest, so it has a special protection condition and certain rules of use. One of the models for the management of maritime property in the territory of the Republic of Croatia is the concession system, which is based on various legal and by-laws that determine the types of concessions, the method of determining the concession fee, and the method and criteria for awarding a concession. First of all, it refers to the management of concessions related to the economic use of maritime assets. This paper provides an overview of the legislative framework of the concession policy and a section of the concession granting procedure. In addition to the above, the paper provides an overview of the collection of concessions and, accordingly, the revenues obtained based on the Report on the implemented concession policy for 2020 of the Ministry of Finance.
