Cultural heritage is a common wealth of humanity in its diversity and distinctiveness, and its protection is one of the important factors for the recognition, definition and affirmation of cultural identity. Cultural heritage has become an important developmental factor and an important component of the overall economic and social development at a local and regional level in modern circumstances, so it is of paramount importance to create and implement a successful and sustainable model of cultural heritage management that, on the one hand, will enable greater use of its economic and tourism potential, and on the other hand ensure the long-term protection of its original characteristics and values. Heritage management includes a number of planned activities aimed at protection and preservation, as well as economic use. The strategy for the management and preservation of cultural goods is defined by the Management Plan, which is developed on the basis of a previously implemented valorization by different stakeholders involved in the protection process in order to achieve a balanced relationship between conservation and development. Management plans are comprehensive documents that provide vision, guidance, resources and recommend procedures for the longterm, sustainable protection of localities and their cultural values. The development of the management plan is based on an understanding of the cultural significance and value of cultural heritage, taking into account other values expressed by different interested parties. The aim of this work, with a theoretical explanation of the basic concepts of cultural heritage, heritage management and the process of drafting the Management Plan, was to offer a Management Plan for the Luccari Palace. The Luccari Palace is located on Pustijerna in the historic center of Dubrovnik and has not had a specific function for years, and can potentially offer the citizens of Dubrovnik and its surroundings a space for their personal professional development and therefore the development of cultural and creative industries in this area. The transformation of the palace into the Postterra Design Centre offers the possibility for the City to be recognized as a creative center that will retain its citizens and not another tourist coulisse, stripped and without soul that is made up of people from the City.
